Sartorius Digital has been supporting The Fifth Sector to deliver a cultural compact for the Liverpool City Region.

Here’s Hannah Barker to explain more about the project:

The Fifth Sector delivers cultural consultancy from initial concept through to delivery via scoping, research, analysis, strategic planning, prototyping, operational development and market strategy. We work with a range of partners to deliver the best outcome and our project teams and approach reflect that.

The opportunity to work with our home city of Liverpool at the tail end of 2019, in developing a ten-year cultural strategy for the City of Liverpool and establishing a Cultural Compact for the Liverpool City Region, was a huge honour and one which we relished.

Using our specialist strategic and economic development consultancy, we built upon our experience within the Digital and Creative Economy, to produce robust strategies and business plans to reflect the importance of a ‘mixed economy’ of cultural, creative, social and tech enterprises. We know that these areas are essential in building sustainable places and our initial research confirmed this, showing us that there is a shared belief and commitment within the region across the creative and visitor economy which harnesses a vision for culture; this vision is forged in the resilience and sense of community that we know is such a distinctive part of Liverpool and the city region.

With COVID-19 landing a punch to the cultural sector, the cracks quickly and clearly started to show within society, placing a spotlight on the struggles and inequalities that many face; it confirmed the views already being formed through our consultations, those of: recovery from the pandemic, climate crisis, equality, diversity and inclusion and a fair distribution of wealth and opportunity. With this pause in ‘normal life’ it allowed further reflection,  providing a path to follow which sought to change both institutional and structural inequalities through culture, and every other aspect of the city’s operations which is where we understand that success results from embracing change and managing risk.

Any effective response to those issues will require both flexibility and collaboration. As such, the strategy proposes ideas for delivery and governance, but views them through the lens of the sector’s immediate survival and recovery. We will re-evaluate the action plan and reaffirm the direction of this strategy once the impact of the pandemic has been addressed; only then can the city and city region develop a detailed, long-term delivery plan.
